Serbian President Aleksandar Vucic arrived in Tivat, Montenegro on Thursday, to attend the EU-Western Balkans Summit. His arrival had been uncertain following previous warnings from the Serbian Intelligence Service, BIA, and an incident on Wednesday, when Montenegrin police blocked 87 Serbian nationals from entering the country. The BIA on Wednesday said it had advised Vucic not to go to Tivat “due to the hostile activities of foreign intelligence services and criminal clans in Montenegro”, adding that “the existence of a high-level security risk has been established”. It said that, according to its operational intelligence, Radoje Zvicer, alleged leader of the Kavac Clan drug cartel, is currently in Montenegro. “Contrary to all standards of professional conduct and responsible cooperation, the security assessment that was repeatedly requested from the host country’s security service in Montenegro was not provided to us,” the BIA added.
